Without it, you are stuck at 800x600 resolution with no way to map your buttons.
If you moved your PES 2013 folder from an old PC or downloaded a pre-installed "portable" version, the launcher might be missing entirely. download setting.exe pes 2013 pc
This is the most common cause. Cracked or patched versions of PES 2013 often modify setting.exe to bypass resolution locks. Most antivirus software (especially Windows Defender and Avast) falsely flags these modified executables as or "WS.Reputation.1" and deletes them instantly. Without it, you are stuck at 800x600 resolution
